Abstract

This paper presents and discusses a proposal for joint action among small firms in an industrial cluster in Brazil for the certification of quality and safety management systems. It proposes a management system model, the implementation process, and periodic auditing. It is the result of an action-research project developed in a metal-mechanical cluster. Its originality lies mainly in the proposal for a joint action programme for the certification of companies, led by the cluster governance agency, to increase the collective efficiency of a cluster. Despite the obstacles encountered, this proposal can help to reduce the difficulties faced by small businesses in implementing and maintaining management systems, and in the long run to foster a culture of quality and safety management. It also contributes to joint actions within the cluster. The challenge faced by the cluster governance agency is to sustain the certification programme in the long term.

Mateus C. Gerolamo is an Assistant Professor at the Sao Carlos School of Engineering (EESC), University of Sao Paulo (USP), Brazil. He holds a PhD in Industrial Engineering from the University of Sao Paulo and did Post-Doctorate research on Sustainable Manufacturing at the Technical University of Berlin. He has experience in Quality Management, Supply Chain Management, Project Managament and Change Management. His present teaching and research interests are in Quality Management, Industrial Clusters, and Organizational Culture & Leadership. He is Certified in Production and Inventory Management (CPIM).

Luiz Cesar Ribeiro Carpinetti, Department of Production Engineering The Sao Carlos School of Engineering The University of Sao Paulo (USP)

Luiz C. R. Carpinetti a Professor at the School of Engineering of Sao Carlos, University of Sao Paulo, Brazil. He holds a PhD in Engineering by the University of Warwick (UK) and a MSc in Metrology and Quality Assurance by the Cranfield Institute of Technology (UK). His present teaching and research interests are on the subjects of quality and change management.

Gislaine Aparecida Vitoreli holds a master's degree on Production Engineering by University of S?o Paulo (USP), Brazil and a bachelor degree on Public Administration by The State University of S?o Paulo "J?lio de Mesquita Filho" (UNESP), Brazil. She has experience working with small and medium-sized enterprises on the implementation of quality and occupational health and safety management systems. Her currents interests include environmental management and biodiversity conservation.

Juliano E. Sordan is an Assistant Professor at the School of Technology of Sert?ozinho (FATEC), Brazil. His work and research interests include quality management, business process management, integrated management systems and techniques to improve the productivity and quality in organizations. Carlos B. Lima is graduated in Industrial Engineering by University of Sao Paulo. He is a Consultant in Supply Chain Management at Ernst & Young Terco.
